Diane Summers
Diane Summers, an independent consultant, is an executive with over 30 years’ experience in the financial services industry. Her experience includes roles as Executive Vice President and Chief Compliance Officer at Banc of California, a bank with assets over $10 billion, and a senior management role with the Federal Deposit Insurance Corporation (FDIC).
In her role as Chief Compliance Officer, she was responsible for developing, implementing, and administering all aspects of the bank’s Compliance Management System (CMS). At the time, the Banc of California was considered one of the fasted growing bank’s in the country, going from just under $1 billion in assets to over $10 billion in four short years. Throughout the growth period and beyond, the CMS program and Fair Lending Program were both effective in withstanding rigorous regulatory reviews. The development of the bank’s CMS included establishing fair lending and fair banking programs supported by complex analytics and data integrity control structures, Home Mortgage Disclosure Act (HMDA) reporting, an outstanding CRA program, a strong enterprise-wide customer complaint system, robust compliance risk assessments, a testing program, and the development of the bank’s first line of defense program. Additionally, Diane was the key Regulatory Exam Manager for all regulatory exams at both the bank and holding company level, and developed due diligence plans, merger and acquisition plans and drove all regulatory change.
At the FDIC Diane performed as a division manager coordinating and overseeing reviews of institutions, with an emphasis on significant credit and asset losses. Additionally, Diane was selected for a special assignment in Washington, D.C. to help stand up the FDIC’s new Office of Complex Financial Institutions (OCFI), following a directive of the Wall Street Reform and Consumer Protection Act.
She has been active in industry forums, such as the American Bankers Association (ABA), California Bankers Association (CBA), Western Independent Bankers Association, and the Mid-Size Bank Coalition (MBCA). She has spoken at compliance conferences organized by groups such as the ABA.
Diane holds an MBA from Pepperdine University in California, as well as a BA in Finance from San Diego State University, and she is a Certified Regulatory Compliance Manager (CRCM).
